State Overview
New York licenses laboratory science as more than a single credential. Alongside the general clinical laboratory scientist license, it recognizes 2 separate specialty licenses (Cytotechnologist and Certified Histological Technician (Histotechnician)), plus 3 limited and technician-level credentials (Certified Clinical Laboratory Technician, Clinical Laboratory Technologist Restricted License (single-category: Cytogenetics, Flow Cytometry/Cellular Immunology, Histocompatibility, Molecular Testing / Molecular Testing Enhanced, Stem Cell Process, Toxicology), and Clinical Laboratory Technology Provisional Permit (trainee/temporary)).
A few other specialties are not licensed by the state at all, rather than carrying their own New York license. The specialty section below covers each.
In laboratory science the state license is the primary credential, and a national certification such as ASCP is a common qualifying route rather than a separate ongoing requirement. A license you hold in another state does not transfer automatically, so you apply directly to New York's licensing program for each assignment.
General Requirements
If you work in a clinical laboratory in New York, the baseline below applies regardless of where you trained or which specialty you test in.
- State license required: New York requires a state clinical laboratory personnel license to test patient specimens. This is the primary credential, separate from your employer's onboarding or the lab's CLIA certificate.
- Qualifying certification: a national certification such as ASCP (or another board the state approves, e.g. AMT) is the usual route to eligibility. Confirm which certifying bodies New York accepts before you apply.
- Credential required: Baccalaureate or higher in clinical laboratory technology from a registered program, OR a baccalaureate in biology/chemistry/physical sciences plus an advanced certificate, plus supervised clinical experience across hematology/hemostasis, clinical chemistry, immunohematology, urinalysis/body fluids and clinical microbiology, and passage of the licensing exam.
- Scope of the general license: The generalist license. Per NYSED consumer information, a clinical laboratory technologist may perform microbiological, virological, serological, chemical, immunohematological, hematological, biophysical, cytogenetical, cytological or histological procedures on human body material for diagnosis, prevention or treatment of disease. Covers all discipline areas under one credential.
- Verification: ASCP or direct board verification.

New York issues more than one laboratory credential, so fees vary by the license you hold. The table below is one row per state-recognized credential.

There is no state fee line for Phlebotomy / phlebotomy technician, because New York does not license those separately.
Renewal & Continuing Education
- Renewal cycle: every 3 years, (triennial); first re-registration prorated to birth month.
- Continuing education: New York requires 24 hours per 3-year cycle for license renewal.
Getting Licensed
Laboratory licensure runs through the state program, with your national certification establishing eligibility. For most candidates the steps are:
- Hold a qualifying certification or education for the license you want (a generalist ASCP certification for the general license; the matching category certification for a specialty license).
- Arrange for official transcripts and certification verification to be sent directly from your school and certifying body (ASCP/AMT). Most state labs require these direct from the source, not submitted by you.
- Apply to New York Laboratory Science Board through the application portal.
- Have your certifying body and prior states verify directly to the program. You do not self-attest the certification.
Common slip-ups travelers hit here: applicant submits verification request to ASCP but does not follow up when ASCP delays transmission; board assumes non-cooperation and delays review.
Processing & Timing
Plan for roughly 8-10 weeks for a clean application. Treat that as a planning number rather than a board-published guarantee.
Two things stretch the timeline for laboratory licensure. The state has to receive certification verification from your certifying body and license verification from every state where you have held a license, and those hand-offs have their own latency. If you are applying for more than one credential, for example a generalist license plus a specialty license, they may process as separate items rather than in one pass.
New York's lack of temporary licensing and monthly board review cycle creates rigid timing. Assignments cannot start until permanent license is issued; delays cascade if verification or CE documentation is incomplete.
Specialty Differences
Most of the laboratory family in New York runs on the general license. A handful of credentials genuinely diverge, and those are the ones worth reading closely. Below is one subsection per real difference, then roll-up lines for everything else.
Certified Clinical Laboratory Technician
Divergence: limited-scope tier. Performs clinical laboratory tests under the supervision of a licensed clinical laboratory technologist.
- Fee: $263 application, $120 renewal, every 3 years
- Credential: Associate's degree or higher from a department-approved clinical laboratory technician program (or substantial equivalent), plus the applicable certification exam
How it differs from the general license: A lower, separately-issued technician credential that sits below the generalist technologist license. Requires only an associate's degree (vs. baccalaureate for the technologist) and must work under the supervision of a licensed technologist rather than practicing independently across all disciplines.
Clinical Laboratory Technologist Restricted License (single-category: Cytogenetics, Flow Cytometry/Cellular Immunology, Histocompatibility, Molecular Testing / Molecular Testing Enhanced, Stem Cell Process, Toxicology)
Divergence: limited-scope tier. Authorizes practice as a clinical laboratory technologist only within one specialty category. NYSED lists the categories as Cytogenetics; Flow Cytometry/Cellular Immunology; Histocompatibility; Molecular Testing; Molecular Testing (Enhanced); Stem Cell Process; and Toxicology.
- Fee: $371 application, $120 renewal, every 3 years
- Credential: Baccalaureate or higher in biology, chemistry, physical sciences or mathematics, plus completion of a State Education Department-approved training program (minimum 1,750 clock hours) in the specific category for which the restricted license is sought
How it differs from the general license: A reduced-scope technologist credential restricted to a single specialty category rather than the full multi-discipline scope of the full technologist license. Requires a category-specific approved training program instead of the broad supervised clinical experience required for full licensure, and the holder may not practice outside the named category.
Cytotechnologist
Divergence: separate license. Examines cells from body tissues and fluids (cytology) to detect disease, particularly cancer. Distinct profession licensed separately from the technologist.
- Fee: $371 application, $120 renewal, every 3 years
- Credential: Baccalaureate or higher in cytotechnology from a registered program, OR a baccalaureate in biological/chemical/physical sciences plus an advanced certificate from an accredited cytotechnology program
How it differs from the general license: A distinct, separately-issued license confined to cytology rather than a sub-tier of the technologist license. Cytology falls within the full technologist's statutory scope, but New York issues cytotechnologist as its own profession with its own cytotechnology-specific education pathway.
Certified Histological Technician (Histotechnician)
Divergence: separate license. Prepares tissue specimens for microscopic examination (histology bench work).
- Fee: $263 application, $120 renewal, every 3 years
- Credential: Associate's degree or higher from a department-approved histological technician program (or substantial equivalent), plus the applicable certification exam
How it differs from the general license: A separately-issued certification limited to histology specimen preparation, requiring only an associate's degree. Histology is within the full technologist's statutory scope, but the histological technician is its own credential at the technician level, not a sub-tier of the technologist license.
Clinical Laboratory Technology Provisional Permit (trainee/temporary)
Divergence: limited-scope tier. Temporary authorization valid for up to one year, renewable for one additional year. Replaces the discontinued Limited License (which expired August 31, 2018 and cannot be renewed). Trainees may not perform any specimen testing except molecular testing within the scope of a Restricted License in Molecular Testing / Molecular Testing (Enhanced).
- Credential: Issued to an employed laboratory practitioner who is completing remaining education requirements and/or has not yet passed the licensing exam; practice is under the general supervision of the laboratory director
How it differs from the general license: A time-limited trainee authorization, not a full license. The holder works only under the general supervision of the laboratory director while finishing education or exam requirements, and the permit expires (max two years total) rather than renewing on the standard triennial cycle.
Phlebotomy / phlebotomy technician
Divergence: no state credential. New York does not issue a state license or certification for phlebotomists. Phlebotomy is not among the four licensed clinical laboratory practitioner professions (technologist, technician, cytotechnologist, histological technician).
How it differs from the general license: New York issues no phlebotomy credential; specimen collection is performed without a separate state phlebotomy license.
Specialties that follow the general New York license
These run under the general clinical laboratory scientist license and need no separate state credential: Clinical chemistry / microbiology / hematology / immunohematology (blood bank) / serology.
