Overview
Minnesota is an OT Compact member. Occupational therapists holding an active multistate license from another compact member state can practice in Minnesota immediately under compact privilege without applying for a separate Minnesota license—verify multistate privilege status with the Minnesota Occupational Therapy Board before assignment start.
For travelers, this means you can begin a Minnesota assignment immediately if your home state is also an OT Compact member and your license is set to multistate status. However, if you establish Minnesota residency during your assignment, your compact privilege becomes invalid and you must apply for a Minnesota license through endorsement.
Endorsement Process
Minnesota uses an online portal endorsement process for occupational therapists already licensed in another state. You'll need to submit your completed application along with supporting documents and the $185 application fee.
- Submit endorsement application via Minnesota board portal
- Request license verification from current state (via NBCOT or direct) (can run concurrently)
- Complete any state-specific requirements (jurisprudence exam, background check, etc.) (can run concurrently)
- Await board review and license issuance
License verification is handled through NBCOT or direct board verification. Minnesota requires verification from every state where you hold or have held an occupational therapist license, so request verification early to avoid delays.
Background check requirements vary by applicant — confirm the current fingerprinting and screening steps with the Minnesota Board of Occupational Therapy Practice. Where fingerprinting applies, submit your authorization as early as possible, since background check processing is one of the most common sources of delay.
Jurisprudence Exam Required: Minnesota requires a mandatory Occupational Therapy Jurisprudence Examination covering Minnesota-specific law. This cannot be waived regardless of your experience level or compact status. Schedule this early — no license (temporary or permanent) will issue until you've passed it.
After all components are received, the Board reviews applications on a rolling basis. Check the Minnesota Board of Occupational Therapy Practice website for status updates on your application.

Occupational Therapy Assistants: renewal is $105 (figures above are for occupational therapists).
Travelers should factor these licensing costs into their assignment budgeting. Many staffing agencies, including Fusion Medical Staffing, offer licensure reimbursement programs to help offset these expenses.
Temporary License
Minnesota issues temporary occupational therapy licenses, allowing occupational therapists to begin practicing while their permanent endorsement application is being processed. For travelers, this is often the fastest path to starting an assignment.
Eligibility requirements:
- Applicant must have submitted a complete endorsement application to Minnesota board
- Applicant must be licensed and in good standing in home state at time of temporary license request
- Temporary license available only if permanent license decision is still pending (not yet issued or denied)
- Applicant must meet Minnesota's jurisprudence requirement or equivalent if applicable
Issuance timeline:
- Complete endorsement application received and accepted by board
- Home state license verification received and confirmed by Minnesota board
- Criminal background check initiated and applicant declared eligible pending final results
Denial risks:
- Criminal background check reveals disqualifying criminal history, pending felony charges, or serious disciplinary record
- Applicant's home state license is lapsed, inactive, or restricted for cause
- False or misleading information on application regarding credentials or disciplinary history
- Applicant fails to meet Minnesota jurisprudence or background check requirements
Important for travelers: Temporary license automatically expires after 6 months; renewal not possible—must obtain permanent license or let temp lapse. Issuance of permanent license denial automatically revokes any active temporary license. If applicant's home state license is suspended or revoked during temporary license period, Minnesota may revoke the temporary privilege immediately. Disciplinary action or complaint filed in Minnesota during temporary license period can trigger revocation pending investigation.
Processing Time
Minnesota occupational therapist endorsement applications typically take 4-6 weeks to process. The timeline is subject to moderate variability depending on the completeness of your application and external factors.
In the best-case scenario, processing can be as fast as 2-3 weeks with concurrent temporary license issuance if application is complete and background check clears quickly.
Common sources of delay:
- Criminal background check processing is the primary bottleneck—board estimates bulk of 4-6 week timeline for CBC alone
- Applications submitted after board's monthly review cycle cutoff must wait until next month's review window
- Incomplete documentation (missing verification from prior state, unsigned forms, or missing CE transcripts) triggers automatic rejection and resubmission delay
- Temporary license request delays if CBC has not cleared—concurrent processing of temp and permanent applications still depends on CBC completion
Minnesota does not offer an expedited processing track. The best way to minimize your wait time is to ensure all application components — fingerprints, verification, and any required exams — are completed before or immediately after submitting your application.
Continuing Education
Minnesota requires 24 contact hours of continuing education every 2 years for occupational therapist license renewal.
- Occupational Therapy Assistants: 18 contact hours every 2 years (vs 24 for occupational therapists)
- Traveler tip: Keep all CE documentation organized and easily accessible — Minnesota may audit compliance at any time
Renewal Process
- Renewal cycle: Every 2 years — $185 via Minnesota Board of Occupational Therapy Practice portal
- Renewal timing: License expires on the last day of the licensee's month of birth, with subsequent biennial cycles beginning the first day of the month following the birth month (Minn. Stat. 148.6425).
- Late penalty: $50.00 late fee
- Traveler tip: Track your Minnesota license expiration date carefully — a lapsed license can disrupt active assignments
