Overview
Missouri has joined the OT Compact, but the state is not yet issuing or honoring compact privileges. Until Missouri begins processing privileges, travelers must obtain a Missouri-specific license through the endorsement process before practicing here.
Missouri has ENACTED the OT Compact (Gov. Parson signed H.B. 476 on June 22, 2021) but is NOT YET issuing or honoring compact privileges. As of May 2026 only ~7 member states have completed system integration and gone operational (Indiana, Ohio, Maryland, Minnesota, Virginia, West Virginia, Tennessee). Travelers CANNOT practice in Missouri under a compact privilege today and MUST obtain a Missouri license by reciprocity/endorsement. Re-check operational status before relying on the compact.
Endorsement Process
Missouri uses a paper application mailed to the board (notarized). missouri endorsement uses the 'application for licensure - reciprocity' pdf (mo 375-1095, rev 9-2025) submitted with a check/money order, fingerprinting, and the completed jurisprudence exam. the mopro online portal is primarily for renewals and account/contact management; initial licensure-by-reciprocity is a paper/pdf process. endorsement process for occupational therapists already licensed in another state. You'll need to submit your completed application along with supporting documents and the $30 application fee.

License verification is handled through Source-state board-to-board verification (Verification of Licensure form must be completed by each prior state licensing agency and sent directly to the MO board). NBCOT is used to verify national certification/exam eligibility, not prior-state licensure. The two are distinct steps, not interchangeable.. Missouri requires verification from every state where you hold or have held an occupational therapist license, so request verification early to avoid delays.
Background check requirements vary by applicant — confirm the current fingerprinting and screening steps with the Missouri Board of Occupational Therapy. Where fingerprinting applies, submit your authorization as early as possible, since background check processing is one of the most common sources of delay.
Jurisprudence Exam Required: Missouri requires a mandatory Occupational Therapy Jurisprudence Examination covering Missouri-specific law. This cannot be waived regardless of your experience level or compact status. Schedule this early — no license (temporary or permanent) will issue until you've passed it.
After all components are received, the Board reviews applications on a rolling basis. Check the Missouri Board of Occupational Therapy website for status updates on your application.

Temporary License
Missouri does not issue temporary occupational therapy licenses. Your permanent license must be fully issued before you can begin working on assignment. Travelers should plan their start dates accordingly and allow the full processing window before their expected first day.

Missouri occupational therapist endorsement applications typically take 4-6 weeks to process. The timeline is subject to moderate variability depending on the completeness of your application and external factors.
In the best-case scenario, processing can be as fast as 3 weeks.
Common sources of delay:
- Board processes applications sequentially; applications received after monthly board meeting cutoff must wait for next cycle (typically 3-4 week delay)
- Verification from NBCOT or source state can take 2-3 weeks if source board is slow or backlogged; Missouri board does not issue temporary permits during this wait
- State-specific jurisprudence requirement adds processing time if applicant must schedule and complete exam after application submission
Missouri does not offer an expedited processing track. The best way to minimize your wait time is to ensure all application components — fingerprints, verification, and any required exams — are completed before or immediately after submitting your application.
