Overview
North Dakota has joined the OT Compact, but the state is not yet issuing or honoring compact privileges. Until North Dakota begins processing privileges, travelers must obtain a North Dakota-specific license through the endorsement process before practicing here.
North Dakota has ENACTED the OT Compact (effective August 1, 2025) but is NOT yet issuing or accepting compact privilege applications. Therapists CANNOT practice in ND under a compact privilege at this time. Until privileges are operational, all out-of-state OTs/OTAs must obtain a ND license by reciprocity, which includes the open-book jurisprudence exam.
Endorsement Process
North Dakota uses an online portal endorsement process for occupational therapists already licensed in another state. You'll need to submit your completed application along with supporting documents and the $200 application fee.
- Submit endorsement application via North Dakota board portal
- Request license verification from current state (via NBCOT or direct) (can run concurrently)
- Complete any state-specific requirements (background check, etc.) (can run concurrently)
- Await board review and license issuance
License verification is handled through Direct state-board-to-board verification from EVERY state where applicant holds/held a license (board accepts emailed verification or printed online verification with links/instructions). NBCOT is used to verify EXAM scores, not license status. The research conflates exam-score verification with license verification.. North Dakota requires verification from every state where you hold or have held an occupational therapist license, so request verification early to avoid delays.
Background check requirements vary by applicant — confirm the current fingerprinting and screening steps with the North Dakota Occupational Therapy Board. Where fingerprinting applies, submit your authorization as early as possible, since background check processing is one of the most common sources of delay.
After all components are received, the Board reviews applications on a rolling basis. Check the North Dakota Occupational Therapy Board website for status updates on your application.

Temporary License
North Dakota does not issue temporary occupational therapy licenses. Your permanent license must be fully issued before you can begin working on assignment. Travelers should plan their start dates accordingly and allow the full processing window before their expected first day.
Processing Time
North Dakota occupational therapist endorsement applications typically take Approximately 1 week after all required documents are received to process. The timeline is subject to moderate variability depending on the completeness of your application and external factors.
In the best-case scenario, processing can be as fast as 10-14 days (only achievable if applicant has compact privilege, exam already passed, and source state verification is expedited).
Common sources of delay:
- Jurisprudence exam scheduling — North Dakota requires a state-specific jurisprudence exam that must be scheduled separately; exam windows may not align with application submission timing, causing 1-2 week delays
- Board application queue timing — The ND board processes applications on a rolling basis; applications submitted near end-of-month may wait until next board review cycle (2-4 weeks)
- License verification delays from source state — If verification from current state is slow or requires manual board-to-board contact, the 2-6 week window extends proportionally
