Overview
Utah has joined the OT Compact, but the state is not yet issuing or honoring compact privileges. Until Utah begins processing privileges, travelers must obtain a Utah-specific license through the endorsement process before practicing here.
Utah ENACTED the OT Compact (HB154, signed March 23, 2022) and is a member state, but Utah is NOT yet issuing or honoring compact privileges. As of May 20, 2026 only seven states have completed integration and are issuing/accepting privileges (Tennessee, Indiana, Ohio, Maryland, Minnesota, Virginia, West Virginia). Utah is NOT among them. Travelers CANNOT practice in Utah under a compact privilege today; endorsement is currently the only path for an out-of-state OT/OTA.
Endorsement Process
Utah uses an online portal endorsement process for occupational therapists already licensed in another state. You'll need to submit your completed application along with supporting documents and the $70 application fee.

- Request license verification from current state (via NBCOT or direct) (can run concurrently)
- Complete any state-specific requirements (jurisprudence exam, background check, etc.) (can run concurrently)
- Await board review and license issuance
License verification is handled through NBCOT or direct board verification. Utah requires verification from every state where you hold or have held an occupational therapist license, so request verification early to avoid delays.
Background check requirements vary by applicant — confirm the current fingerprinting and screening steps with the Utah Occupational Therapy Board. Where fingerprinting applies, submit your authorization as early as possible, since background check processing is one of the most common sources of delay.
Jurisprudence Exam Required: Utah requires a mandatory Occupational Therapy Jurisprudence Examination covering Utah-specific law. This cannot be waived regardless of your experience level or compact status. Schedule this early — no license (temporary or permanent) will issue until you've passed it.
After all components are received, the Board reviews applications on a rolling basis. Check the Utah Occupational Therapy Board website for status updates on your application.

Temporary License
Utah does not issue temporary occupational therapy licenses. Your permanent license must be fully issued before you can begin working on assignment. Travelers should plan their start dates accordingly and allow the full processing window before their expected first day.
Processing Time
Utah occupational therapist endorsement applications typically take 1-4 weeks to process. The timeline is subject to moderate variability depending on the completeness of your application and external factors.
In the best-case scenario, processing can be as fast as 7-10 days (if applying with verified compact privilege, all documentation pre-cleared, and submitted during active review window).
Common sources of delay:
- Applications submitted after board review cutoff may queue to next cycle; Utah DOPL typically batches endorsement processing on a monthly schedule
- License verification from previous state (especially non-compact states) can add 1-2 weeks if board-to-board communication is required rather than NBCOT verification
- Background check processing varies; some candidates flagged for additional review can add 2-3 weeks to overall timeline
Utah does not offer an expedited processing track. The best way to minimize your wait time is to ensure all application components — fingerprints, verification, and any required exams — are completed before or immediately after submitting your application.
